Anyone accessing you credit history is required to have your signed/verbal consent or authorization to do so.
You should contact the credit bureau where the inquiry was made and advise them and if you wish to take further action you might contact the Federal Trade Commission and make a complaint there. Search FTC on google and look for complaints.
